Transportation moudle problem in VI01

Dear Experts,

I configured transportation module but I face some problem. I have an access sequence for Rate condition (Access sequence with I. Service agent, ii. Special Proc Indicator and iii Shipment route )

my condition records is 001 to 720   CS@  Rs. 6200 fix and

                                      721 to 1500 CS@  Rs. 8000 fix.

I made two obd with both having 720 CS ( 720 + 720 = 1440 CS)  and one shipment and with one Create shipment cost ( VI01)

logically in VI01 it should adopt rate 8000 for ( 1440 CS) but it is adopting 12400 which is wrong...

pl. confirm what setting required for calculate with all OBD in single shipment cost.
