Windows 7 PB 12.5.1 to Oracle 10G performance

We just migrated from PB 9.02 to PB 12.5.1.   Our Oracle database is 10G and we are using the PBO10125.dll and we are running the application under Windows 7.  On one of our frequently used reports with a SQL DataSource we have noticed that the first time we run that report it takes 40+ seconds to complete for a specific criteria.  The second time we run the same report for the same criteria in our PB 12.5.1 app, it runs in well under 5 seconds.

 

When we run the same report for the first time in the PB 9.02 version of the application it takes approximately 9 seconds.  The second time the same report is run in the PB 9.02 version it runs in approximately 2 seconds.   At first we thought it might be that the SQL is not in the Oracle Buffer Cache but, when we had the Oracle DBA flush the Oracle Data Cache and the Buffer Cache, the PB 12.5.1 version for the report still ran in under 5 seconds.  Our Oracle DBAs do not think this is a database issue.  The DBAs ran an Oracle trace on the user id running the report but, did not see any issues on the database side.   We ran a PB Trace in PB 12.5.1 for a first run for a specific criteria and then again for the second run.   All that it shows me is that the EXECUTE and each FETCH for the report in PB 12.5.1 when it was run for the first time took considerably longer than the second time we ran the report fro the same criteria in the PB 12.5.1 version.   Does anyone have any suggestions?
