Cost Element Category 1 - PA Transfer Structure Issue

Hello All Experts,

I am settling one production order, while settling I am getting error to complete PA transfer structure. Where as my Cost Element is created with category 1.

If its created with category 1 as Primary Cost Element why system is asking for "profitability Segment" and looking for COPA ?

Ideally what my understanding is that category 1 should not ask for Profitability Segment and should be assigned Cost Object.

Is my understanding correct ? And why that Cost Element is asking for to be maintained in Profitability Segment ?

Experts guidance will be very helpful on this.
