Dynamic list of values

I have CR XI. I need to create a parameter with a dynamic list of values. I have the values in a text file. From what I've been able to figure out so far, I need to store the file in the BusinessObjects Enterprise Repository. Is that available only from Crystal Enterprise? If so, is there another way for me to access the file from a parameter field?
