Set up tax type 84 with an amount per year for a Tax Area - US payroll

Hi All,

Currently a tax area has been configured with tax type 84 with 0% for IT0208 - work tax area, whereas now i need to configure the tax type 84 with a fixed amount per year.

Kindly let me know how to set up the same.
